The book was Blessings of a Curse by Wc63. I'll definitely second the recommendation for Live Free or Die, I've seen mixed reviews of the second novel so I'll probably wait for January. That's a great question, I wish i knew.
The best guess I could come up with is it was right after Kit #37 was posted (Jan 26) so maybe lots of people were downloading it, but that's just a wild guess.
